President
Meghan Pazmino
Meghan moved to Kensington in 2021 and quickly began putting down roots. She joined the board in 2023 and is passionate about building community.
Meghan has been a teacher for over 15 years and currently teaches 5th grade math in DC Public Schools. She enjoys gardening, photography, going on adventures with her husband and two kids, and saying hi to her neighbors.

Jessica Rotem
Jessica Rotem has lived in the RCPCA neighborhood for over eight years as of 2025. Jessica loves the diversity of families and people, the many green spaces, and the kindness she encounters in our neighborhood daily. Being on the RCPCA board offers an opportunity to give back to the community that has given so much love and acceptance to Jessica and her family over the years. When she isn't working hard for RCPCA, she can be found running her therapy practice, attending Rock View ES events, and enjoying all that our county offers with her wife, daughter, and pup.
Secretary
Rachel Staley Grant
After many years of living and traveling abroad, Rachel was thrilled to discover and move to the Rock Creek Palisades neighborhood in 2018. You’ll often find Rachel and her family out and about at their favorite local K-town spots. She’s also known for bragging about Kensington to all of her friends and colleagues based in D.C. and Virginia! Rachel joined the RCPCA board in 2024 and is excited to use her background in communications and project management to support the neighborhood.
Treasurer
Evan Whitten
Evan Witten is a member of the global Learning and Development team at Protiviti, a global consulting firm. He is the lead facilitator of the award-winning Passport to Protiviti and Liftoff with Protiviti onboarding programs in North America, leads Protiviti’s onboarding technology, and supports Protiviti’s Leadership Development programs delivering workshops on Emotional Intelligence, Effective Communication, and Resilience. He graduated from the School of Business at the College of Charleston with a Bachelor of Science in accounting. Things Evan loves about our neighborhood: access to many areas of Montgomery County within minutes, mature trees, playgrounds and parks, and plenty of little free libraries!
Member-At-Large
Rachel Lande
Rachel is a Montgomery County native who loves giving back to her community. She moved to the neighborhood in 2015 with her husband and they now have two elementary aged kids. Rachel joined the RCPCA board in 2021 because she wanted to help with events and foster meaningful connections in the neighborhood. When she’s not busy volunteering, you can find her traveling, shopping, or just hanging out with friends and family.
